Luthor enjoys leather and silk in his attire, living on the coast there is often rain and wind, good leathers protect from both. Although in his youth he was a more fanciful man in has taken to darker colours over the years, mainly just simple black sometimes contrasted by a white silk tunic. He almost universally wears boots of leather, having very few shoes of any kind. Upon leaving his home he'll wear an Arryn pin out of family pride.
He's also known to wear rings on every finger, featuring both amber and garnets.

Generally speaking Luthor is quite easy to get along with among his peers, he is friendly and welcoming and quick to offer bread & salt to a guest, before also offering a bed, mead, meat and more. Fond of laughing he see's value in a good Fool or Jester and enjoys hosting elaborate parties in his home that feature all manner of traditional Westeros joys as well as what arrives into his ports.
He's also bit of an opportunist, jumping on all manner of chances to further line his pockets. He is by no means a perfect man, when he was married he practically openly cheated on his wife and after her passing stopped pretending entirely. He's had more Essos Merchants daughters on his bed then there are whores in the Crownlands. He's also known to have a keen understanding of Duty, but expects it from others far more then he does himself.

Weapons: Luthor carries a Bravoosi sword when in the more dangerous parts of Gulltown or leaving his home in general. Its Castle forge quality (actually forged in Westeros, nor Bravoos, it is merely the style) but otherwise hardly noteworthy bar for an Arryn Eagle symbol upon the base of the blade.
Otherwise he'll use a crossbow of typical, if high quality, design.
Armour: Not an overtly powerful man, Luthor prefers to wear a studded leather jerkin over a suit of chain and under an Arryn Tabard. He allows for speed more so then relying on taking a blow.
Skills:
Moneyman: Luthor has taken much more of an interest in making the Gulltown Ports run smoothly and increasing trade over preparing its armies (he's much happier to just use profits to see them well equipped). Educated by Father dearest in how to work the Dragons, further educated by his House Maester on the matter and his theory refined as a Lord in his own right he's become the second finest man at handling money out of the Vale.
Charismatic: The Cad of Gulltown didn't get all those Essos Merchants daughters in his bed because he made a deal with their father (although he's happy to work that), he has a natural gift for the gab and a charming tongue, its uses have both earned him pleasures of the flesh but also convinced people its far better suited holding the fort in Gulltown over marching to the North or King's Landing to lead men and fight.
Educated: Luthor is a highly intelligent man, he learned well under his father and Maester and has traveled the Free Cities as a boy where he learned all manner of interesting bits. While not possessing the speciality of a Maester, he's proven himself quite capable of taking in and handling details and performing complex equations in his head.
Combatant: Luthor Arryn is a fair combatant. Typical men fear his might but the likes of Loras or Garlan Tyrell or the elder Lannister brothers put him utterly to shame. He was tutored by his Father and Master-At-Arms to use a longsword in his youngest years but found the style of the Water Dancer much more suiting. While a poor student in the area of combat he has a natural cat like speed and grace, making the style itself perfect for him. He's actually put in far more hours practicing the crossbow, which allows him to put down an opponent from the safety of a horse...fifty feet away (or behind his guards). With a crossbow he is almost slightly impressive.

For the Lord of a Cadet Branch to a Great House he is lacking in both traditional bravery and combat capability. His less the honourable approach to his marriage vows left many having a poor view of the man and some courts do not speak well of him (especially after his wife passed and rumours of his activities spread). Even his Uncle Jon found him highly disappointing (a view not shared by his cousin Lena, thankfully).
History:
As a young boy Luthor was groomed for leadership, by Father, Maester, Septon and Master-At-Arms. He was a boy that studied hard and played hard. He was always very close to his cousin, Little Lena. As he got older he was placed into an arranged marriage with Anora Hightower of Oldtown, a younger sister to the Heir Baelor Hightower. Not overtly long later his father was killed during the fighting of Robert's Rebellion. His mother was never the same but had suffered from gout since he was a boy. She would eventually pass but was around long enough to see her granddaughter born.
Anora and Luthor actually spent an extended time after their marriage travelling the Free Cities (leaving the running to his mother), a mixed blessing for his wife because its where they conceived the only child their marriage would bring about but also where he got his taste for foreign girls. His daughter was born in Bravoos, where he stopped for a time to study Waterdancing for a year, a full half the time they spent travelling and studying in Essos.
When they returned to Gulltown he formally took up his role as Lord and started putting his studies to use. His marriage however was almost totally loveless where he and his wife was concerned, well she had grown to love him but he never returned her affections, causing great pains to her when it became increasingly obvious that he took other women to bed. When Ysmae was four Anora passed away during pregnancy, losing baby too. It is said Luthor only really grieved for the benefit of his daughter. After Anora passed however, things changed greatly in his home.
In whatever ways Anora was holding him back she no longer did, he became a far more aggressive businessman (much to the profit of the Ports) but also became highly decadent. He got to the point that he wasn't just taking the occasional Merchant's daughter to his bed (out of his own talents or as a bribe) but took part in ludicrous orgies, the Septon was dismissed from his House and idols to a Lysene love goddess started appearing in the House.
One night when she was still a young girl, Ysmae wolk during the night and went looking for her father to comfort her after a nightmare. It was one of the three Bravoosi girls he was entertaining that noticed her. That night he explained to her duty and that one day she would marry a man for the benefit of the family, so they would prosper. The next day he started speaking to his daughter more plainly and started treating her as a woman grown.
Luthor has continued to work the Ports and secure trade and income for the Vale, being a chief source of income for his cousin Lena and her war. He has also secured trade from one of the Triach's of Volantis, by marrying his niece. While Lena was away in King's Landing, Luthor was left to run the Vale. It did not take him long to put Jon Arryn's bed to use for one of his business dealing orgies, much to his own amusement.
Most recently Lena has returned under the pretense that he was sick. Now he aids his beloved cousin in protecting the interests of the Vale.
