Sandor is almost never seen wearing standard attire, to the point of nearly universally wearing armour.

Personality:
Sandor Clegane is an interesting individual. On one hand he's one of the Lannister's most brutal retainers, capable of performing all manner of dirty work or inflicting grievous bodily harm without any personal discomfort. He is highly cynical and makes no effort to conceal his distaste for Knights as a whole to the point that he outright stated he would not become a Knight when raised to the position of Kingsguard. It is perhaps the driving force in his life to kill his brother.
On the otherhand Sandor has shown compassion and mercy. He protected Ser Loras from Gregor's brutality and routinely protects Sansa from Joffrey's sadism and has taken a personal interest in her safety, he perhaps cares for her more then anyone else in King's Landing and affectionaly (well sometimes affectionely, sometimes rather insultingly) refers to her as "little bird." He also appears to have a soft spot for animals, especially dogs and his horse Stranger. He is also perhaps one of the most loyal individuals in the Seven Kingdoms, despite having no liking for Joffrey he does as he is commanded and protects the boy since he was assigned to him by the Lannisters.

Weapons: Sandor's weapon of choice is a simple greatsword, although crafted by the smiths of Casterly Rock and of very high quality it is a plain thing, almost entirely unadorned.
Armour: Sandor wear's a suit of grey plate armour, usually with a brown roughspun tunic and studded leather jerkin over the breastplate. Most of the armour lacks any form of ornamentation bar his helmet, which is crafted to resemble a snarling dog.
Skills:
The Hound: Sworn sword of the Lannister's and now a member of the Kingsguard, Sandor is a very formidable warrior. Perhaps the most dangerous current member, with perhaps exception of Jaime. His skill with a blade is made overwhelming when compared with his physical strength and natural ferocity. At the tourney of the Hand he was able to deflect all of his brother's attacks and never once took the opening to strike his brother's exposed head, suitably confident he could keep him at bay until the King called for it to end.
Although his greatsword is his primary weapon, he appears talented with the mace & hammer too and makes occasional use of either. He is comfortable on horseback and is the only rider his horse "Stranger" will accept.
Great Strength: Sandor is very strong, even for a man of his size and weight. He can lift an average sized man clear off the ground with one hand with no apparent difficulty.
Weaknesses:
Fear of Fire: Sandor has a fear of fire since his face was rammed into burning coal and he as left disfigured. He has no difficulty in the presence of controlled fire, say to warm or bring light to a room but will make effort to avoid anything else. His loyalty can bring him to push through this fear but only so far.....
Drinks too much: When Sandor Clegane won the tourney of the Hand the first thing he did was get drunk. He doesn't spend his money on much else in fact.
Disfigured: Sandor is terribly disfigured, aside from making people feel uncomfortable in his presence it also means its very hard for him to go anywhere unnoticed. There's only so many people of his stature with his signature burns which are probably better known then his real name.
History:
Sandor Clegane is the second born son in his family of originally three children. He had a sister but she passed away under mysterious circumstances. His life has largely been overshadowed by his more famous (or perhaps infamous) older brother Gregor. When he was but 6 years old he wished to play with a toy wooden Knight his brother owned but had no use for. His brothers response was to shove Sandor's face into burning coals, leaving him horribly disfigured forever more.
Years later his father would pass away under "mysterious circumstances," or perhaps the machinations of Gregor. Sandor has no interest in living in a house ruled by his brother and left the day Gregor came into his inheritance. He became a sworn sword of House Lannister and hasn't looked back since. His loyalty and capability eventually resulted in Sandor being assigned to guarding Joffrey. Most recently he was raised to the position of Kingsguard to fill the slot left by Barristan Semly's dismissal.
